Four Countermeasures and one future and past

Countermeasure NOW The nuclear disaster has entered a new phase and now requires the formation of a network of scientists and engineers of the whole world to pool their wisdom to resolve this crisis.
Countermeasure 1 The timing of evacuation. How high should the radioactivity be in the area where you live before you should evacuate?
Countermeasure 2 Evading exposure where you live. How high is the radiation level now in the area where you live, and what countermeasures are necessary?

Countermeasure NOW----What is the most urgent Countermeasure?----(2011.4.6)

Appeal to the whole world----Linux-like network of the world's scientists and engineers needed to resolve nuclear crisis!----

We are sure you are all aware that Japan is now right in the middle of the worst accident ever to happen here.

As we assumed, the government, the Nuclear Safety Commission and Tokyo ElectricPower Co. (TEPCO) are completely at a loss as to how to deal with the nuclear accident and are practically (and unfortunately) in a state of collapse. The only remaining path is that the citizens of the world mobilize their collective wisdom to overcome this crisis. A linux-like network of the world's scientists and engineers is indispensible for this purpose, but do you know of any place or organization in the world that is playing this specific role now? If not, We would like to ask that such an organization be set up immediately.

Is it possible to put out a call for this? (Or at least is there someone who can be consulted about this?)

We have recently set up the following website, which includes at the top an appeal for the necessity to bring together the wisdom of the world's engineers. Nuclear accident countermeasures of the citizens, by the citizens and for the citizens

The nuclear accident reaches a new phase -- Has the danger receded or is it quietly progreesing to something worse?

On April 1
government leaders stopped wearing disaster clothing, returned to the suit. The reason is that we are getting ahead. for the recovery and the reconstruction(chief cabinet secretary Edano).
On April 3 a high administration said about prospect "The problem of prevention of radiation will be resolved in a few months, " and Edano agreed to this prospect saying "it is the most orthodox".
These statements show the governmental opinion that even if an early resolution may be difficult, but we have survived the crisis for now and we have been walking steadily toward the resolution after a few months.

However is it true?
On March 28 Masashi Goto(former nuclear design engineer of Toshiba) said quite a different opinion at the present remarks about Fukushima Nuclear Accident(English translation) sponsored by Citizens' Nuclear Information Center.
According to Goto's opinion, in early morning(around 3:00 am) on March 28 Nuclear and Industrial Safety Agency(NISA) said as follows at a press conference:We recognized that there are serious damage at the bottom of the pressure vessel of all of Unit 1 to Unit 3.

Even though this is the tremendous serious problem, NISA only mentioned radioactive waste water at the buildings of the turbine which occurred at the same time. Goto said that it's absolutely incredible as a engineer not to mention about serious damage at the bottom of the pressure vessel.

In fact this problem "damage at the bottom of the pressure vessel" was not taken in NISA's Web Site<press release on March 28 in japanese><the same one in English>.
The mass media also did not pick up this problem(for example NHK News about Fukushima Nuclear Accident<in Japanese><in English>)

Why was not such a important problem picked up?
Because this problem "damage at the bottom of the pressure vessel" was not such a simple problems as it is solved by the recovery of external power supply or by the normalization of coolant injection just like Tokyo ElectricPower Co. (TEPCO), meanwhile, has been working full attention.
Rather, even if the recovery of external power supply will be realized or the normalization of coolant injection will be achieved, these results mean meaningless as if TEPCO puts water in bamboo basket(although at present the hole of the bamboo basket does not yet seem large). Because unless this problem "damage at the bottom of the pressure vessel" is resolved, there can be no genuine resolution.
In the future
the consequences may be that the fuel rod melt down will leak from the bottom of the pressure vessel, and uranium fuel accumulated has the possibility of causing the accident of recriticality, Goto said .

Nevertheless it is clear that TEPCO has not taken only one measure to solve the problem "damage at the bottom of the pressure vessel", on the other hand the media reported that TEPCO worked to prevent leakage using sawdust or newspaper and so on without regard for appearanes.
What does this odd behavior of TEPCO mean?
To tell the truth TEPCO and reactor manufacturer already know the truth, as the specialists in nuclear power:the current greatest concern "damage at the bottom of the pressure vessel" cannot be owed to their hands.
This severe truth does mean that Fukushima Nuclear Accident is "getting ahead. for the crisis".

For this situation, we cannot stand aside wearing suits any longer.
Now, in order to resolve this problem, the engineers all over the world across national borders, more than companies do bring together the intelligence through the net.

(3) This radiation levels means 60 times the radiation dose observed in nature(0.05microsievert per hour), and we can understand that this radiation levels are measured from something in the air which was most of radioactive material released from a nuclear power plant.�@

So it is very likely that we take radioactive material into the body through breathing directly, through breathing or eating radioactive material attached to the surface of body indirectly.
Once radioactive material is taken into the body, even if the radiation level falls outside, exposure inside(internal exposure) is continuing.
From over in this case it is reasonable to evacuate.
Women in early pregnancy --------------------
According to Mr. Masatoshi Yamauchi view, when more than 0.3 state lasts few days it is desirable to escape. Because in case of Women in early pregnancy the appropriate standard is 1/10 of general person.

Countermeasure 3----Evading internal exposure from consumption of food and drink----
(1), General Guidelines
---->Neither to drink water nor to eat products contaminated by radioactivity: how to avoid Internal exposure is nothing but this.

�@However there remains one more problem: we have to judge how high the radioactivity of water and products is in order to take Countermeasure.
�@ But to be surprise Food Sanitation Act dealing with food safety does not set the standard for this!
�@So in order to fill a void Ministry of Health, Labour and Welfaredealing with Food Sanitation Act hurriedly have set regulatory limits temporarily based on "Indicators of food intake restriction"(#) created by the Nuclear Safety Commission(Notification on March 17).
�@Therefore,standard value we can find now is just temporary corresponding to Fukushima nuclear disaster.
